THE EXPERIENCE OF THE RESEARCH UNITS (UP) OF THE MINISTÉRIO DA CIÊNCIA, TECNOLOGIA E INOVAÇÃO (MCTI) ACCREDITED AS EMPRESA BRASILEIRA DE PESQUISA E INOVAÇÃO INDUSTRIAL (EMBRAPII)

The article examines the accreditation process of Research Units (UPs) as EMBRAPII Units, focusing on the experiences of institutions linked to the Ministério da Ciência, Tecnologia e Inovação (MCTI). EMBRAPII, established in 2013 as a Social Organization, aims to promote industrial innovation through partnerships between Science and Technology Institutions (ICTs) and companies. Accreditation occurs through Public Calls, such as the 02/2022 MCTI, which selected three UPs: the Centro de Tecnologia Mineral (CETEM), the Centro de Tecnologia da Informação Renato Archer (CTI Renato Archer), and the Centro de Tecnologias Estratégicas do Nordeste (CETENE). The article details the areas of activity and projects developed by these Units, highlighting challenges such as the need for financial counterparts and reliance on Support Foundations for administrative management. Additionally, it addresses the pioneering experience of the Instituto Nacional de Tecnologia (INT), accredited in 2011, which faced initial difficulties but established significant partnerships with the private sector. It is concluded that the EMBRAPII model has the potential to drive technological innovation but requires operational adjustments and greater integration between UPs and industrial demands.
