This text aims to present the results of the research on the role of libraries in communities based on methods and experiences of local municipalities in Ceará. The research aims to reflect on the concepts of community libraries seen as symbolic spaces of actions that integrate knowledge, sociability and informational and communicational mediation. These concepts are grounded in authors like Geertz (1989), Canclini (2003), Maffesoli (2003) and Morin (2000). This work presents an analysis of the relevance of social innovations as a fundamental requirement to understand the value of information for local development. It also presents the work of the Project “Read to Believe”, composed of itinerant workshops for the implementation of community libraries, performed by teachers and students of Library Science at the Federal University of Ceará.
