Ensuring access to public information is configured as a right guaranteed to others. Brazil takes an important step with the approval of a Law on Access to Information (LAI). Importantly, concomitant with changes in the legal system, some changes are necessary in the organizational context of public institutions in order to ensure the fulfillment of this right. This paper intends to assess the importance of a systemic approach to LAI, based on a case study in the Federal University of Pernambuco. It is concluded that the adoption of a systemic view
facilitates access to information, providing a basis for understanding the complexity of the institution as a whole.
