This paper considers that producing and transmiting scientific knowledge are inherent actions of doing science. It analyses public policies, in the world scenario, regarding new models of scientific production and dissemination in free access. Based on the methodology of document analysis with the help of ROARMAP, it identifies, maps and debates some of the public policies from the mandatory documents produced by each country. The conclusion suggests that the actions of adherence to new models and dynamics of production and dissemination of scientific and technological knowledge need improvement and political engagement by the governments involved.
