Digital governance as a vector for a new generation of social participation technologies in Brazil

Abstract

The development of ICTs leads to the emergence of a democracy that promises, among other things, a prominent role of society in relation to the State and distribution of power. In recent years, there has been an explosion of government and civic initiatives that are articulated in relation to this promise, but largely unanswered. This article assumes the emergence of this networked society, uses the concept of digital governance to report on the recent experience of the Instituto Cidade Democrática and propose a new generation of technologies produced in coproduction arrangements between State and Society that achieve inclusion for politically vulnerable social groups.
