From the analysis of the participation of actors in the musical sector in national culture conferences and in the production of the National Culture Plan, we noticed a movement in the cultural sector through cultural legislation in the country during the 2000s. Civil participation in the cultural sector implied the emergence of communities previously not counted as holders of citizenship rights. This appearance produced a shock, included portions of the population in the conditions of cultural enjoyment and production and broke with established conservative policies. Taking material sources available in digital media, such as e-mails, blogs, newspapers and websites, as sources, we seek to demonstrate that popular participation in decision-making processes was correlated with molecular transformations, made possible by the deepening of democracy that occurred during the period
