Climate Justice and Visual Data Sovereignty
The Anchoring Injunction (PAVT) Against Post-COP30 Data Colonialism

The conclusion of COP30 established a challenge that goes beyond environmental diplomacy: the struggle for hegemony over the information regimes that narrate the climate crisis in the Global South. In this context, Generative Artificial Intelligence (GAI) tensions the testimonial value of territorial records, converting environmental photo-documentary into assets for data colonialism. This article proposes the Visual-Territorial Anchoring Protocol (VTAP) as a technical and political response to this erasure. Moving away from approaches that seek technical AI correction, the method is based on a confrontation of scales between ground data (documentary photography) and orbital sensing to unmask the "cynical transparency" and the aesthetic sanitization operated by the algorithmic simulacrum. Through Anchoring Injunction and supported by Yuk Hui’s cosmotechnics and Silvia Rivera Cusicanqui’s ch'ixi gaze, the study demonstrates that the sovereignty of visual data lies in the refusal of digital abstraction, reaffirming documentary records as a non-negotiable index of truth. It concludes that the VTAP acts as a sovereign resistance device, subordinating technique to the materiality of the ground and protecting territorial memory against the opacity of Big Tech
