Sovereignty in the AI production chain

Abstract

This article aims to discuss the concept of sovereignty, relating it to the issues implied in the use of natural resources, workforce and data of the Brazilian population. Elements to be considered in strategies for the development of the production chain of digital technologies and for Artificial Intelligence in the country. Bibliographic research in secondary and primary sources was privileged as a method of collecting information, sustaining an argumentation that articulates historical, geopolitical and study elements of the work. The hypothesis that is supported is that the concept of sovereignty is only valid if articulated with these dimensions, given the challenges posed to national states in the face of the current level of economic concentration and power in the hands of a few global companies. The conclusion reached is that Brazil is challenged at a new historical crossroads. Defending sovereignty and seeking the development of the interests of broad sectors of the population requires policies to confront the deregulation that benefits the interests of conglomerates, above all, US. The regulation of the performance of digital platform companies regarding labor relations, the use of data, soil and water are fundamental to introduce Brazil into the virtuous cycle of the new production chain.
