Governance, Multilateral Administration, Climate Justice, and the Crossroads of COP30 in the Amazon

An Analysis of the Decisions of the Belém Political Package

Abstract

This article examines how the final decisions adopted at COP30, compiled in the Belém Political Package, distribute contents related to social justice, quantified and financial targets, governance and implementation mechanisms, legal and institutional status, and territory with epistemic plurality. The article is based on the hypothesis that the decision-making package displays high juridical-institutional and procedural density, while unevenly incorporating the distributive, territorial, and epistemic dimensions of climate justice. Methodologically, the study adopts a qualitative-quantitative approach grounded in documentary analysis and content analysis of the 23 decisions included in the package, coded through five analytical indicators. The findings show that the decisions are denser in legal-institutional status and in governance and implementation mechanisms, whereas social justice and territoriality appear more selectively and less transversally. Relevant advances are identified in the multilateral architecture of climate governance, especially in adaptation, gender, technology, loss and damage, and financial coordination. However, these advances were not matched by equally robust distributive commitments, binding territorial criteria, or broad incorporation of traditional and Indigenous knowledge. The article concludes that COP30 strengthened the procedural infrastructure of the post-Paris climate regime, while preserving significant limits regarding the materialization of climate justice, socioecological transition, and Amazonian protagonism within the core decision-making structure of climate multilateralism.
