Luis Inácio Lula da Silva's reelection for Brazilian presidency brought expectations in different areas, among them those of national communication policies. Lula's Government presents a hesitant vision in respect to the installation of earthly digital TV, but it doesn't seem yet, as it should, to point to the construction of the national communication policy the country needs, as all the Brazilian communication policies and political economy of communication bibliography recognize.
