Abstract

In the contemporary context of accelerated urbanization and technological advances, the Smart City concept emerges as an innovative response to urban challenges, integrating advanced technologies to improve quality of life, operational efficiency and sustainability. In this scenario, the role of the Municipal Legislative Branch in promoting and monitoring Smart Cities is questioned. Using a qualitative approach and descriptive-exploratory research, this case study, with triangulation as an analysis method, examined the legislative practices of Florianópolis, in Santa Catarina, a city considered smart. The results indicate that the construction of Smart Cities depends on the synergy between technological innovation, efficient governance and citizen participation. Although the Florianópolis City Council does not yet have specific legislation for Smart Cities, initiatives such as the Brazilian Charter for Smart Cities and Bill 976/2021 provide important guidelines. The interconnection between these initiatives reveals that the success of Smart Cities is deeply related to legislative effectiveness and collaborative governance, essential elements for building a smarter and more efficient urban future.
