La presente comunicación ofrece un avance de los resultados del proyecto IMPOLIS, en el que se presenta un modelo basado en indicadores para la medición del impacto en políticas públicas en materia de Tecnologías de la Información y la Comunicación hacia la inclusión social. Se analizan en primer lugar las premisas conceptuales que condicionan el modelo,desarrollando los conceptos de inclusión social, inclusión digital y alfabetización en información. A continuación, se establecen las premisas técnicas que determinan la implementación del modelo, que tienen como referente los modelos de medición del impacto de las políticas públicas europeas. Finalmente, se ofrece una descripción del modelo propuesto, enunciando las categorías y subcategorías de análisis así como los indicadores adscritos a ellas y se apuntan los trabajos futuros del proyecto.Palabras clave

Proposal of a model for measuring the impact on policies of information and communication technology towards the social inclusion: advancement of impolis project
Abstract
This communication offers a progress report of the ongoing project IMPOLIS, presenting a model based on indicators for measuring the impact of public policies on Information & Communication Technologies aimed at social inclusion. First, the conceptual premises that influence the model implementation are analyzed, namely social inclusion, digital inclusion and information literacy. Then, it presents the technical premises that influence the model implementation, for which the European impact measurement models act as main references. Finally, it provides a description of the proposed model, presenting its categories and subcategories of analysis as well as the indicators assigned to each of them, and future steps of the IMPOLIS project are indicated.
