A relação setorial pública e privada no fluxo da informação

Constitucional mente, o Brasil optou por uma ordem econômica que seguisse as regras do Mercado e não as do Estado, mas na prática não a segue. O ambiente da informação em ciência e tecnologia demonstra concorrência em vez de complementacão entre o governo e o setor privado. Embora a moda hoje seja descentralização, desburocratização e desestatização, na indústria de conhecimento brasileiro isto não é o caso. Além da burocratização, o governo como fornecedor da informação caracteriza-se pela falta de continuidade em projetos e a falta de credibilidade. Recomenda-se maior número de estudos (quantitativos e qualitativos) sobre a situação no Brasil;maior entrosamento entre governo e a iniciativa privada; e a criação de uma associação unindo os fornecedores brasileiros da informação.

Abstract
Constitutionally, Brazil opted for an economic system that follows market controls rather than governmental ones, but in fact it is not put into practice. The information environment in Science and technology reveals a pattern of competition rather than complementariness between government and the private sector. Although we live in a time of increasing decentralization, de-bureaucratizatíon and de-governmentalization, this is not the case in the Brazilian knowledge industry. Besides over bureaucratization, the government as information deliverer is characterized by a lack of continuity in its projects and a general lack of credibility. Recommended are a greater number of studies (both quantitative and qualitative) of the Brazilian situation; a closer working arrangement between government and private initiative; government incentives to the private sector in determined áreas; and the creation of an association uniting Brazilian information deliverers.
