Políticas de planejamento de sistemas de informação para o desenvolvimento: a experiência da América Latina

São discutidos enfoques teóricos sobre macroplanejamento para o desenvolvimento com ênfase em macroplanejamento para o desenvolvimento de sistemas de informação na América Latina. O modelo nacionaldesenvolvimentista adotado na América Latina para os planos de desenvolvimento e o modelo Natis - recomendado pela Unesco para ser adotado pelos planos nacionais de sistemas de informação são comentados. Conclui-se que os modelos mencionados precisam ser paulatinamente substituídos por outras concepções de planejamento para o desenvolvimento dentro dos países e em relação a sistemas de informação, devido ao quadro atual no mundo, de mudanças teóricas, geopolíticas e econômicas.

Planning policies of information systems for the development: the Latin America experience
Abstract
Theoretical approaches are discussed regarding macro planning for development. Emphasis is placed on macroplanning for development of information systems in Latin American. The national developmental model adopted in Latin America for the countries' development plans is commented aswell as the NATIS concept -recommended by Unesco to be adopted for the national planning of information systems. It is concluded that he mentioned models must be gradual/y substituted by other concepts of national planning and for the national information system planning for the country as a whole. World changing patterns regarding geopolitics, economics and theoretical approaches to development must be taken into consideration.
