In this study we investigate the obstacles to the formulation of national archival policies in Brazil and Spain. The comparative method is used as a resource for a comparative analysis of information public policies at the national levels. It is important to evaluate public policies already implemented, but also to analyze the obstacles to archival policy formulation. The production of knowledge about archival policies is crucial for further discussion in the academic sphere and, if possible, to build a political agenda with various social actors.
