The research analyzes the treatment of personal data in applications related to the coronavirus pandemic adopted by the State Government of Ceará. It is part of the recognition of the growing importance of technologies as mediators of various activities in the context of the pandemic, including for health protection purposes, as well as the risks associated with the growing surveillance through them. It is worth mentioning, then, the analysis of the applications Monitora Covid-19, Ceará App and 190 Ceará, observing them regarding: a) policy on personal data; b) treatment regarding the need and purpose; c) self-determination, protection and security. The results show weaknesses in terms of data protection and lack of user control. It points to the need to guarantee the right to personal data protection in Brazil and its federal units as a counterpoint to surveillance and as a means of disputing the directions of the insertion of technologies in contemporary society, especially in the current context of the pandemic
