SOCIOTECHNICAL PERSPECTIVE
AN ANALYSIS OF STATE ROLES AND GOVERNANCE IN MUNICIPAL ST&i POLICIES

The policy of science, technology, and innovation is crucial for driving innovation and is shaped by the contributions of various actors within the sociotechnical system. However, its success depends on effective governance in collaboration with the innovation ecosystem. This study aims to analyze the current role of the state and its governance in science, technology, and innovation (STI) policies in Brazilian municipalities, from a sociotechnical perspective, through the classification of municipal innovation acts. The research employs a qualitative-quantitative approach and involves a documentary analysis of municipal innovation acts. The results reveal the historical roles of the state, the evolution profile of municipalities that have excelled in these roles, and the more contemporary roles aligned with robust innovation ecosystems. It is expected that this study will provide crucial insights for the formulation of public policies that consider the sociotechnical system, enabling the state and its governance to meet the expectations of socioeconomic actors, thus contributing to the progress of STI in Brazilian municipalities.
