MCTI FINANCING FOR ECOSYSTEMS IN THE NORTHEAST
an analysis of agreements and transfers

With regard to the development of innovation ecosystems for the country's socioeconomic progress, the Ministry of Science, Technology and Innovation (MCTI) plays an essential role in promoting and financing Science, Technology and Innovation (ST&I) projects, especially in regions with specific needs, such as the Northeast. This article critically analyzes the role of MCTI in the development of innovation ecosystems in the Northeast of Brazil, focusing on the effectiveness of investments made between 1995 and 2023. Through the analysis of quantitative and qualitative data, the research identifies that, despite the reduction in total amount released by MCTI in recent years, the Ministry continues to invest in long-term projects, mainly through intermediary agents. However, the Southeast region concentrates most of the resources, while the Northeast, despite having received the second highest total amount released, still presents lower values, highlighting the need for a financing policy more targeted to the specific demands of the region. The research points to the need for a reformulation of MCTI financing strategy, seeking more effective and efficient operations in the Northeast, with a focus on optimizing resource management, strengthening synergy with other actors in the innovation ecosystem and investing in strategic projects for the socioeconomic development of the region an analysis of agreements and transfers.
