INDICATORS OF BRAZIL IN THE GII 2020 AND INVESTMENT DECISIONS IN PUBLIC POLICIES

There are several studies that conclude that innovation plays a key role in the economic development of a country. In addition, the innovation journey is the result of a shared participation of actors, including the public sector, with its policies aimed at innovation. Therefore, it is necessary to use parameters and measurement instruments to assess and manage them. Brazil, specifically, is among the 5% largest countries in the world, however, it occupies uncomfortable positions in the innovation and entrepreneurship indices, which leads to the urgency of actions aimed at improving this positioning. With this work, we seek to evaluate the indicators in Brazil that are most poorly positioned in the 2020 Global Innovation Index and their impact on investment decisions in public policies. Such indicators are scaled in descending order of impact on innovation through mathematical models. The scales performed are not similar between the forms of calculation and some are even indifferent to the promotion of innovation. Thus, there are disagreements regarding the indicators identified as weak by the GII 2020 as an investment priority with a view to improving Brazil's positioning in the context of innovation. Therefore, the poorly positioned indicators of Brazil in the GII 2020 should not necessarily be prioritized in public policies aimed at innovation, and a selection of indicators that best impact innovation is proposed.
