AGILE PRACTICES IN THE PUBLIC SECTOR
GOVERNANCE STRUCTURE OF THE BRUMADINHO REPAIR AGREEMENT IN THE LIGHT OF THE SCRUM FRAMEWORK

This experience report aims to analyze the agile practices adopted in the institutional articulation to implement the Brumadinho Judicial Reparation Agreement, elucidating the challenges and solutions adopted to promote the continuous advancement of the planned initiatives. Through the theoretical review of the concepts of agile methods – specifically the Scrum framework, and the contextualization of the concluded Legal Agreement, the process of consolidating the current structure was observed, with emphasis on Annexes I.3 and I.4. With a simplified governance structure, the Agreement intended to guarantee agility and effectiveness in decision-making and, consequently, the implementation of reparation measures, also promoting the involvement of representatives from various departments responsible for managing the effects of the event. In turn, the joint action of these institutions has required the creation of innovative flows and procedures, which allow cooperation and coordination, without compromising their legal powers and autonomy. The Scrum framework proved to be applicable in a significant part of this “project”, making it possible to adapt it to the analyzed context. However, for greater effectiveness, the method needs to be cultivated and disseminated to all actors involved. Despite the progress and results achieved, challenges are still identified in this dynamic, aiming to ensure the full involvement and participation of all actors in the discussion process for deliberations and decision-making. For future work, it is suggested to expand the analysis of Scrum practices in the Agreement and also in related projects, especially in projects aimed at Traditional Communities and Peoples.
