O PROCESSO DE IMPLANTAÇÃO DO PARQUE TECNOLÓGICO INTERNACIONAL NA REGIÃO FRONTEIRIÇA DO BRASIL E PARAGUAY

Abstract

The Science and Technology Parks are instances that promote regional technological, scientific and socioeconomic development through the interaction between companies and educational and research institutions. In order to expand its borders, the State of Mato Grosso do Sul has the first International Technology Park (PTin), which is being implemented in the city of Ponta Porã-MS. Thus, the objective of this study was to identify the main difficulties in the implementation of this project, as well as the good practices applied in PTin, with the purpose of proposing suggestions for actions to consolidate the park. The methodology used was qualitative, being characterized as documentary and descriptive. To identify the procedures adopted, interviews were conducted, structured questionnaire application, as well as observant participation in meetings with partner institutions and PTin's board. The results indicate that one of the main difficulties faced was a very strong political manifestation, which resulted in the delongation of the installation of its basic infrastructure. Still, it can be highlighted the lack of the participation of society in its prospective process and the lack of incentive to private investment. Thus, it is suggested the development of public policies and strategic guidelines for definitions and implementation of PTin's Good Practices, mechanisms to encourage private investment, structuring of an engaged and committed work team, as well as developing programs and actions that meet their goals. Given this, it is expected that this research will contribute to the process of implementation and consolidation of the first International Technological Park in the border region of Mato Grosso do Sul.
