Transformação digital na esfera pública: uma análise bibliométrica

Resumo

A tecnologia tem sido propulsora para o crescimento e destaque de muitas organizações nos últimos anos. A transformação digital está diretamente associada tanto ao crescimento como à sustentabilidade das principais organizações em todo o mundo. As organizações são desafiadas a compreender e avaliar a dinâmica das regras da economia digital e passam por transformações digitais para se manterem relevantes na economia digital. O objetivo desse estudo é realizar uma pesquisa bibliométrica sobre a transformação digital, identificando os temas mais relevantes e emergentes correlatos que estão influenciando a agregação de valor ao negócio das organizações. A metodologia utilizada foi uma revisão de literatura empregando a base Scopus e as ferramentas VOSviewer e Gephi para análises e geração de redes de coocorrência de palavras-chave, de cocitação de referências, acoplamento bibliográfico de documentos e identificação de questões emergentes. Para aprofundar os conhecimentos acerca dos tópicos identificados foi realizada, dentre outras técnicas uma análise de conteúdo. Foi constatado que a implantação da transformação digital na organização depende do nível de maturidade em governança eletrônica da organização e que a utilização de um framework de governança de TI auxilia em uma implantação exitosa.

A pesquisadora atua na área de governança e gestão pública em tempos de transformação digital e na área de educação e mentoria. Suas temáticas de interesse são: (1) governança de TIC e corporativa (direcionamento, avaliação e monitoramento de estratégias organizacionais) para otimizar recursos e gerar valor (quais e quando as tecnologias podem criar valor para as organizações?) ; (2) desenvolvimento de capacidades dinâmicas e capacidades digitais (capacidades necessárias para implementar a transformação digital);(3) governança de cidades inteligentes e sustentáveis (como as TICs podem ser utilizadas para a melhoria dos processos resguardando os requisitos de sustentabilidade?). Com formação na área de exatas (graduação e mestrado) ingressou em 2006 em pesquisas do Mestrado em Gestão do Conhecimento e Tecnologia da Informação atuando com sistemas tutores inteligentes e sistemas de tomada de decisão para a área da saúde e educação . Nesse período evoluiu suas experiências em processos sistêmicos e interdisciplinares. Concluiu seu doutoramento em Engenharia de Sistemas Eletrônicos e de Automação (UnB) em 2015 onde desenvolveu um sistema inteligente e automatizado para a área da saúde. Ingressou em 2016 como professora permanente do agora Programa de Pós Graduação Stricto Sensu em Governança, Tecnologia e Inovação onde ampliou suas pesquisas para a área de negócios e organizações. Na linha de Governança e Inovação atua investigando como o uso das TICs e seus sistemas viabilizam a geração de valor, principalmente o valor público. Tem certificação na área de Governança de TIC pela ISACA. Ministra aulas no mestrado de governança de TI, Governança na Administração Pública e Privada e gestão e governança e gestão na Transformação Digital. Esta última disciplina é resultado de um período de 3 anos de pesquisa na área observando como TI tem transformado a estrutura dos negócios e organizações públicas. No momento, participa ed projetos de pesquisas vinculados a Administração Pública Federal onde desenvolve metodologias, processos e pilotos envolvendo TICs e seus profissionais, para aprimorar processos de governança e interação com ecossistemas de inovação. Além disso, a professora provê mentorias para a área.
Helga Hedler, Universidade Católica de Brasília

Doutora em Psicologia Social, do Trabalho e das Organizações, (UNB, 2007) com foco na meta-avaliação de programas sociais e auditoria. Mestre em Psicologia pela Universidade de Brasília no qual desenvolveu a temática planejamento estratégico e cultura organizacional. Conclui em 2021 curso de Especialização em Avaliação Psicológica pelo IPOG. Possuo longa experiência profissional, no setor privado e no setor público. Atuei durante dois anos no Ministério do Desenvolvimento Social e Combate à Fome, na área de proteção social básica, como técnica e assessora. A atuação nos Programas Sociais subsidiou pesquisa da tese de doutorado e alinhou a atuação no curso de Serviço Social na disciplina Psicologia Social. Como professora e pesquisadora atua na Universidade Católica de Brasília - UCB, no Mestrado em Governança, Tecnologia e Inovação e no Instituto de Educação Superior de Brasília - IESB, no Mestrado em Gestão Estratégica de Organizações. Na minha atuação na graduação nos cursos de Serviço Social, Psicologia e Administração e cursos de lato sensu, orientei mais de 60 trabalhos de conclusão. Nos mestrados profissionais orientei mais de 30 dissertações e três teses de doutorado na área de Educação. Possui uma produção de artigos científicos em revistas qualificadas, dentre outras publicações e participações. Como docente ministra disciplinas como métodos qualitativos, gestão estratégica e do conhecimento e comportamento organizacional. Temas de interesse de pesquisa: comportamento organizacional; cultura organizacional; gestão do conhecimento e governança.
